Tom Turner


Tom’s hands-on role with Discovery Costa Rica includes securing the affiliations and partnerships required to plan, fund and develop this monumental project, as well as determining the technologies that will support Discovery Costa Rica as a sustainable community. His strong 40-year track record includes financial and operations improvement, M&A strategy, process improvement, international business development and management team development.

He is founder and Chairman of the Cabo Vida Group, which is now the leading residential builder in Costa Rica’s Gold Coast region. His decades of experience in high-technology includes leadership stints at Wang, Symbol Technologies, Itronix and General Dynamics. In addition to his work in Costa Rica he works with entrepreneurs and early stage companies as a Board Member or Advisor.

Tom earned an engineering degree from Tufts University and studied finance at NYU Business School. He holds two US Patents in the area of Real Time Location Systems.

John Scheman


John is the visionary behind Discovery Costa Rica and continues to shape that vision. John has lived in Costa Rica for 23 years, is bilingual and is a dual citizen of Costa Rica and the United States.

John founded Do it Center/El Lagar, the largest construction materials hardware and distribution center in Guanacaste, and Grupo Do it, which has developed over 100 residential, commercial and mixed-use properties throughout Costa Rica, Including codeveloped the 173 acre Vistas del Pacifico, 111 acre Vistas Estates and 223 acre Catalina Cove residential developments on the Gold Coast. In 2005 John founded the Do It Foundation, a Costa Rican registered non-profit supporting educational and health issues through assisting rural Costa Rican schools, the foundation also provides wheelchairs to people with disabilities and is responsible for importing, assembling and later donating over 18,000 wheelchairs to people who cannot afford them. He is also a trustee of the Guanacaste Community Fund – a nonprofit organization that promotes cooperation between the governments of Costa Rica and the United States. CRUSA

Prior to moving to Costa Rica in 1994, John was a registered investment advisor at Wells Fargo and Great American Bank in San Diego, California and attended South West College and Mankato State University.

Richard Wirthlin


Richard brings decades of experience in media and entertainment to Discovery Costa Rica. He is Managing Director of Wirthlin-Dentons, a joint venture partner and strategic consulting arm of the largest law firm in the world, Dencheng Dentons.

A recognized expert in mergers, acquisitions, and multi-national transactions, he has served such clients as Yahoo, DIRECTV, Verizon Fios,, Telemundo, Univision, and major Hollywood studios. In particular, Richard acted as DIRECTV’s primary counsel, from the beginning of concept, through to launch and thereafter.

Richard is the former Chair, International Law Section of the State Bar of California, and currently serves as Vice Chair to both the Los Angeles Sports Council (LASC) and the Southern California Committee for the Olympic Games (SCCOG), where he was initial chair of the LA 2024 Olympic bid working committee.

Richard is a graduate of Georgetown Law School and Brigham Young University.

William (Bill) McCollum


Bill is a partner in the Public Policy and Regulation practice of Dancheng Dentons, the world’s largest law firm. He served as Attorney General of Florida from 2007 to 2011, and as a member of the United States House of Representatives, representing Florida’s 8th district, from 1981 to 2001.

He has been active in fighting consumer fraud, and spearheaded an investigation and settlement of telecommunications advertising and data use practices while serving as Florida’s attorney general. In private practice, he advised a wide range of clients in the telecommunications, manufacturing, technology and health care sectors on a host of policy and regulatory matters.

In his long public service career, Bill has served as Chairman of the board and president of the Healthy Florida Foundation, Board member of the American Security Council Foundation, and Director of the James Madison Institute. He is also a retired commander in the United States Naval Reserves, where he served for 23 years.

Bill earned his bachelor’s degree and law degree from the University of Florida.

Jim Scheman


Jim brings 40 years of real estate and construction experience to Discovery Costa Rica as the founder and chairman of Scheman Properties LLC. The company has a large portfolio of properties and has development experience including commercial centers, mixed use developments and single family housing.

Jim and his wife Jeanie live in Minnesota and have been traveling and investing in Costa Rica for over 20 years; Jim has served on many real estate development boards, United Prairie Bank advisory board and currently serves on the Grupo Do it Development and Do it Foundation boards in Costa Rica.

The Scheman brothers set up the Do It Foundation in 2005 to help people with disabilities by providing wheelchairs to the population that can’t afford them. To date they have distributed over 18,000 wheelchairs in Costa Rica. Jim is a strong believer in conservation. He has set aside numerous tracts of land to improve water quality and promote wildlife for future generations.
